The Executive Board can set up specialized committees to prepare decisions and exercise its powers and duties; it decides on the composition of the committees and can establish general guidelines for their work. The specialized committees have the task of advising on specific matters and, if necessary, making recommendations to the Executive Board or the General Meeting.
The bodies and the specialized committees can form and appoint working groups within their area of responsibility.
