The Executive Board can set up specialised committees to prepare decisions and exercise its powers and duties; it decides on the composition of the committees and can establish general guidelines for their work. The specialised committees have the task of advising on specific matters and, if necessary, making recommendations to the Executive Board or the General Meeting. The bodies and the specialised committees can form and appoint working groups within their area of responsibility.
