
Dr Sibel Kocatepe, BaFin
Dr Sibel Kocatepe has been working in BaFin's IT Supervision Group since 2018, where she heads the department responsible for national and European supervision of IT service providers that are systemically important for the financial market. Her work focuses on IT outsourcing (especially to the cloud) and the associated regulatory and legal requirements. She also heads the BaFin working group on outsourcing. She represents BaFin in various national and international working groups and is also involved in the European work on the supervisory framework for critical third-party ICT service providers under DORA. Before joining BaFin, Dr Kocatepe completed her doctorate in a special research area at the German Research Foundation and, until her second state examination in 2014 at the Higher Regional Court of Cologne, held positions at the Federal Ministry of the Interior and KPMG, among others. After her first state examination, she completed a Master of Law in business law in Istanbul. During her studies at the University of Bonn, she spent a semester in Brussels at the European Parliament, where she worked in particular for the Committee on Foreign Affairs.
